This is indeed mainly a transcode issue. transcode currently can't
freeze it's internal state in a fashion you need for such a pause/resume
thing. But it's not just transcode, in particular the encoding libraries
would have to support this as well. So I doubt we will ever see such a
feature.
An alternative would be using the cluster mode. The work is divided into
chunks, and dvd::rip remembers which chunks were processed already, so
you could at least pause/resume on chunk-level.
